Rental Property Services

The Department of Housing and Community Development’s (DHCD) Housing Regulation Administration (HRA) oversees residential housing regulations relating to condominium and cooperative conversions, rent adjustment procedures, licensing and other related matters. The Housing Regulation Administration is divided into two divisions: the Rental Conversion and Sale Division and the Rental Accommodations Division. Staffing of the Rental Housing Commission is also supported by DHCD. These functions were transferred to DHCD from the Department of Consumer and Regulatory Affairs, beginning October 1, 2007.

The Housing Regulation Administration can be reached at (202) 442-4610.  Residents can also visit the Housing Service Center at 941 North Capitol Street, NE, Suite 7100.  The Housing Service Center is open Monday – Friday from 8:30 am – 3:30 pm.
